About Jack Bailey

Senator Bailey has been a vocal supporter and advocate for our police and first responders in Maryland. As a member of the Judicial Proceedings Committee, he has spent countless hours advocating for Maryland’s first responder community.
During his tenure in the Senate, he has proudly:
- Provided expertise and firsthand policing experiences in numerous committee meetings and on the floor of the Maryland State Senate
- Worked with the State FOP Lodge and numerous local FOPs to submit amendments to proposed legislation
- Met individually with local FOP Lodge’s to gain an understanding of their concerns and explain the legislative process and draft legislation for upcoming General Assembly Sessions
Senator Bailey has sponsored legislation to address specific needs in the Southern Maryland region. Some notable items include:
- Support for the new Southern Maryland Regional Agricultural Center in Charlotte Hall
- Support for the “Fort to 400” legislation focusing on the 400th Anniversary of Maryland’s founding and the related celebrations and observances to be held in St. Mary’s City in 2034. This includes a commission to identify economic initiatives and opportunities specifically for St. Mary’s County.
Senator Bailey has been the Chair of the Maryland Legislative Sportsmen Caucus. During his tenure, there have been several initiatives that have benefited our citizens:
- Coordination with the Department of Natural Resources to allow straight-walled rifle cartridges for deer hunting
- Sponsored legislation to allow Sunday hunting in St. Mary’s County
- Advocated for Sunday hunting on private lands across the State of Maryland

Volunteering
Senator Bailey has spent many hours volunteering with youth-oriented sports teams and conservation organizations. You can find him coaching on a ball field, teaching hunter safety classes, or working to raise funds for a conservation organization.
Leadership
Through serving in the International Conservation Chiefs Academy, Senator Bailey used his leadership techniques and experience to educate international conservation officers from developing countries across Africa and Asia on adaptive leadership.
Retired Police Officer
Senator Bailey spent 30 years as a Maryland Natural Resources Police Officer. Throughout his time serving, he worked in both Calvert and St. Mary’s Counties in inland and marine patrol assignments. Through serving with the Natural Resources Police, Senator Bailey assumed responsibilities on a statewide level, allowing him to propose changes to laws and regulations to protect Maryland’s great natural resources. In the latter part of his career, Senator Bailey worked closely with the U.S. Fish & Wildlife Service and the U.S. Department of Justice on several cases to prosecute individuals taking advantage of Maryland’s natural resources.
Accomplishments While In Office
Co-Chairman of the Veterans Caucus
As co-chairman of the Veteran’s Caucus, Senator Bailey strives to preserve and promote the interests of veterans, evidenced especially by his recent accomplishment in working alongside the Hogan administration in funding ambulances for the Charlotte Hall Veteran’s Home.
Chairman of Maryland Legislative Sportsmen’s Caucus
As Senate Chair of the Maryland Legislative Sportsmen’s Caucus, Senator Bailey maintains a commitment to Maryland’s natural resources and history, evidenced especially by his introduction of successful legislation recognizing the importance of hunting and fishing in Maryland.
Education, Health, and Environmental Affairs Committee
For two years, Senator Bailey served on the Education, Health, and Environmental Affairs committee in the Maryland General Assembly.
Judicial Proceedings Committee
Serving on the Judicial Proceedings Committee, Senator Bailey ensures the perspectives of the people of District 29 are well-represented in areas of constitutional amendments, human relations, law enforcement, and public safety.
Senate Designee for SMADC
As the Senate Designee for the Southern Maryland Agricultural Development Commission (SMADC), Senator Bailey maintains funding in the budget for our community’s agricultural endeavors. Most recently, Senator Bailey worked to allocate funds to the Maryland Heritage Interpretive Center at Historic St. Mary’s City.
